Dr. Phillips is a trained epidemiologist who brings years of experience conducting HIV research focusing on addressing social, sexual, and network level factors that drive health disparities among men who have sex with men (MSM) and transgender women, particularly youth and racial/ethnic minorities.

Dr. Greene is a community psychologist with years of community-based program evaluation experience, specializing in interventions targeting health disparities experienced by racial, ethnic, and sexual minority communities.

Dr. Hirschhorn is an international leader in implementation and improvement science focused on disseminating effective approaches to advance the quality, equity and delivery of HIV services. Her training is in primary care, infectious disease and public health.

Dr. Johnson is a mixed-methods program evaluator with extensive experience in quantitative and qualitative analysis. She brings a strengths-based, trauma-informed approach to HIV intervention research, particularly around adolescent sexual health.

01. ABOUT US

The Evaluation Center works to end health disparities among sexual and gender minorities. We believe that evaluation and quality management are essential in this work. Our team has decades of experience working in sexual health alongside those most impacted by HIV. Our Systems-Informed Empowerment Evaluation model is outcome-driven, using data to uncover opportunities for you to become more efficient, effective, and impactful. Using this model, our training team provides an array of technical assistance (TA),capacity building assistance (CBA), and coaching services to community-engaged agencies. The Evaluation Center is a project of the Evaluation, Data Integration, and Technical Assistance (EDIT) program’s Evaluation Center at Northwestern University.

02. OUR HISTORY

The Evaluation Center began in 2015 as a collaborative project between the Evaluation, Data Integration, and Technical Assistance (EDIT) Program, the Center for Prevention Implementation Methodology at Northwestern University, and the AIDS Foundation of Chicago. Public health researchers from each of these units, led by Dr. Gregory Phillips II, oversaw the evaluation efforts of 20 HIV prevention “demonstration projects” funded by the Chicago Department of Public Health (CDPH). Given the unique socio-structural factors present throughout the Chicago metropolitan area, our team pursued a rigorous interpretation of evaluation findings and increased the usability of those findings by placing observations and program impact in context. Subsequently, we created systems-informed empowerment evaluation framework to build capacity at CDPH-funded agencies to strategically evaluate their services and move toward continuous quality improvement. Today, our team has extensive experience using this framework as a model to conduct multi-site evaluation of HIV services.
